Rule 12
Visa Issuing and Renewal Officer
(1) The following visas shall be issued and renewed by the following authorities. (a) Diplomatic visa The Ministry of Foreign Affairs, but for up to thirty days, the mission or the immigration office at the point of entry may issue a diplomatic visa (in the form of an entry visa).
(b) Formal visa Ministry of Foreign Affairs but the mission or immigration office at the point of entry may issue a formal visa (in the form of an entry visa) for up to 30 days. (c) Tourist visa (1) Immigration officer of the mission or point of entry for fifteen day, thirty day and ninety day entry visas in the visa year,
(2) In order to extend and regularize the visas of tourists who have entered Nepal, the Director General can regularize the visas up to fifteen days at the point of departure if the visa is within one hundred and fifty days at the time of departure.
(d) Study Visa Director General, (e) Non-Tourist Visa (1) In the case of foreign nationals under Clause (g) of Rule 8, the Nepali Embassy or Permanent Nepali Diplomatic Mission located abroad or the Director General,
(2) In the case of foreigner as per Clause (l) of Rule 8, after taking the approval of the Government of Nepal, the Director General,
(3) In the case of foreigners under other clauses of rule 8, the Director General
(f) Director General of Professional Visas, (g) Interim Visa Immigration Officer,
(h) Residence visa for the first one year with the approval of the Ministry of Home Affairs and the department for renewal but the department on the recommendation of the industry department for foreign investors and their dependent families as per clause (d) of sub-rule (1) of rule 11. (j) For non-resident Nepalese visas for the first time with the approval of the Ministry of Home Affairs or Director General and Director General for renewal.
(2) According to clauses (a) and (b) of sub-rule (1), the Ministry of Foreign Affairs shall give the details of the name, nationality, passport number and visa period of the persons granted visas to the Department of Foreign Affairs on a monthly basis.
(3) Apart from clauses (a) and (b) of sub-rule (1), the Ministry of Foreign Affairs shall send the details of the revenue raised from the mission to the department on a monthly basis when issuing visas.
(4) If the visa issuing authority has received a recommendation for a visa from the relevant agencies, the visa-related decision must be made within 7 days from the date of registration of such recommendation.
